Ed, please correct me if I am wrong but I doesn't look like the OAB is the problem as you first suspected. It looks like the problem is the download process. The link you provided did not work for me but I will resume searching for articles troubleshooting the download process. I get a logon prompt when I try to connect from here, but since I don't have a credential I can't look any further.
I used domain admin account to logon to a workstation with this problem, entered the OAB URL, entered the the domain admin credentials and received "Server Error Forbidden: Access is denied".
I tried a couple times to make sure I wasn't typing the credentials wrong but got the same error. I am going to follow your recommendation in the article below and come back here to let you know the results. Update: As per the link above, I went to check the web.
Which file to I need to check? Back from vacation. It looks like the users' address books are getting updated regardless of this error. Some of them I had to delete their OAB files and others updated automatically.
Everyone is using same version of Outlook on same Exchange server so I don't know why they don't all behave the same. I think that the error is coming from an address book left over from the Exchange migration which is lurking somewhere in the configuration. If anyone has any ideas how to get rid of this error I would really appreciate it.

Thank you for your quick response! I know this because the office manager said she added two users before that date and the OAB was updated successfully. I checked her computer and the date on her. I did not make any configuration changes to the server during the time when the problem occured.
There are no errors, warnings or critcal events. FRS is working properly according to the steps I took in the article below. We only have one OAB and it looks like it is being generated correctly according to the steps I took in the article below. This was configured years ago and has not been changed since.
